Tax Billing and Collections

Collection Division

Payment for Taxes may continue to be made online, by mail, or in-person at the Collections Office. Online payments will have an additional 3.75% fee charged to the credit card. E-check payments carry a flat fee of $1.95. We continue to honor postmark if paying by mail. Parking Tickets can be paid by credit card at the Newport Police Department, by cash or check at the Collections office, or by mail. Payments made online at the website noted on the back of the ticket will carry a flat fee of $3.95.

Collection Division Personnel are charged with the responsibility of receiving, posting and depositing funds for Real Estate, Motor Vehicle Excise and Personal Property taxes, Parking Tickets and Municipal Court Fees. Payments for Trash/Recycle Carts are also paid for in the Collections Office. Parking program permits that are issued from the office include Resident Stickers, Guest Pass(es) & decals, Ledge Road Fishing Permits, King Park automobile & trailer permits.

IMPORTANT NOTICE: UTILITY BILLING SYSTEM TRANSITION

The Department of Utilities is preparing to launch a new billing system. As part of this transition, the Collection Division will NO LONGER accept utility bill payments starting July 31st, 2025.

 Beginning July 31st, 2025 all utility bill payments must be made directly to the

 Department of Utilities. As of July 31st, 2025 taxes and water bill payments must be made separately.

 Key Dates: System Transition Timeline

July 30th, 2025: Online payments in the current system will no longer available.

July 31st, 2025: The last water ACH file for July will be processed in the current system & the Collection Division will stop accepting utility bill payments.

July 30th - Week of August 12th, 2025: Temporary online payment blackout period.

Week of August 12th, 2025: New system goes live & the August bills will be generated in the new system & mailed (your mailed August bill will contain new payment portal instructions)!

During the online system blackout, payments will still be accepted in person at the Department of Utilities (70 Halsey Street, Newport) by cash, check, or money order, or by mail using check or money order.

Unable to visit during business hours? Use the black After Hours Drop Box located to the left of the entrance at 70 Halsey Street to safely leave your payment.

·         Create a new login - instructions will be available soon on your mailed August bill & the Department of Utilities, Billing Office webpage (your billing history will transfer over)!

·         Re-enroll in autopay

Other Information

Municipal Court

The City of Newport established a Municipal Court system in 1987. It is presided over by one justice who adjudicates cases relative to City ordinance, parking and other traffic violations.

Court sessions are held each Monday (except Holidays) in the Council Chambers at City Hall at 1:30 p.m.

The Municipal Court Administrator's office is located in the Collection Office on the first floor and maintains the same hours of operation -- 8:30 a.m. to 4:30 p.m.. If you need further information, please call 401 845-5410

Fines may be paid at that location during normal business hours.

 


Tax Sale - General Information

The City of Newport holds one annual Tax Lien Sale for delinquent taxes on real properties situated in the City of Newport, generally during the month of August. 

The sale is held in accordance with Chapter 9 of the Rhode Island General Laws. Successful bidders at the sale will be issued a Tax Collector's Deed, which will be recorded in the Office of Land Evidence within the statutory time limit.
